Role of the national essential drugs system in rural township health centers

目的:了解基本药物制度在农村基层医疗机构实施现状,重点分析基本药物制度实施前后对农村居民的经济影响,为完善国家基本药物制度提供参考。方法:选择江苏省如皋市48所乡镇卫生院进行调研,采用统计描述和统计推断的方法对调查结果进行分析。结果:基本药物实施后,乡镇卫生院出现"两降一升"状况。结论:应健全基层医疗卫生机构补偿机制;加大乡镇卫生院的医疗设备的投入;改善基本药物制度的宣传方法;加强基本药物合理用药培训和教育;进一步加强监管,确保基本药物实行零差率销售。

Objective To understand the status quo of implementation of the national essential drugs system in primary health care sectors in rural areas of China,to analyze and compare the economic impact on rural residents before and after the implementation of essential drugs system,and to provide a reference for improvement of the national essential drugs system.Methods We investigated 48 township health centers in Rugao city,Jiangsu province and analyzed the survey results by the method of descriptive statistics and inferential statistics.Results The township health centers showed a phenomenon of ＂one up and two downs＂ after the implementation of essential drugs.Conclusions The paper points out that a sound compensation mechanism of the primary health care institutions should be established in the relevant departments.Investment on medical equipment in the township health centers should be increased.We should also focus on the effect of publicity.The publicity of the national drugs system needs to be improved and the training and education on the use of essential drugs should be enhanced.Finally,by further strengthening the supervision,a zero slip sale of essential drugs can be ensured which will effectively reduce the financial burden on patients.
