Institution Criticism and Institution Construction: An Analysis of Contemporary Reform in China

制度变革是当代中国改革的关键线索,是制度批判和制度建设的统一,制度批判是前提,制度建设是目的。制度批判既有理论依据,也有人性发展依据。制度建设要形成建设范式的哲学思维,要实现由革命性思维方式向建设性思维方式的转变。制度建设要符合社会发展的客观规律性、贯彻以人为本、追求公平正义、尊重传统文化和价值观等基本原则。

Institution reform is the key part of the contemporary reform in China. It should be a unification of both insti- tution criticism and construction, the former being the prerequisite while the latter the goal. Institution criticism must have a theoretical basis,but as well requires the development of human nature. Institution construction should formulate a philo- sophical consciousness in the construction paradigm, realize a transformation from the revolutionary way of thinking to that of the constructivity. It should agree with the natural law of social development, follow the fundamental laws of human beings as the foremost, seeking equity and justice, and respecting the ideology of the traditional culture and values.
