我国低碳经济发展水平的指标体系构建及国际评价——基于G20国家的比较

A Study on Index System and International Evaluation for China's Low-Carbon Economy Development Level: An observation based on comparison of G20 Countries

低碳经济是我国实现科学发展和绿色发展的重要战略选择。依据2001-2011年相关的平均数据,以G20国家为比较对象,从低碳环境、低碳产业、低碳效率和低碳创新四个层面对我国低碳经济发展水平进行综合比较,发现,我国低碳经济发展整体水平不仅低于G20发达国家,同时也低于俄罗斯、巴西等新兴经济体。从四个要素层面看,我国低碳经济发展呈现"四低"特点,即低碳环境水平低、低碳产业水平低、低碳效率水平低和低碳创新水平低。要实现我国低碳经济水平的跨越发展,应从提高森林质量和效应、调整能源结构和提升能源利用效率、优化加工贸易结构、健全外商投资准入机制、加强低碳技术创新等方面采取系列措施。

The low-carbon economy is an important strategy to achieve scientific and green development in China. This ar- ticle establishes an index system of the 0low-carbon economy development level from the perspectives of low carbon environ- ment,industry,efficiency,and innovation. Comparing the G20 countries,it measured the average level of development of the low-carbon economy in the years 2001--2011 and analyzed the basis of the index system. The result shows that the overall level of China＇s low-carbon economy development is not only lower than the developed countries of the G20, and also lower than Russia,Brazil,and other emerging economies. At the level of the four elements mentioned above,low-carbon economic development presents＂ four low＂characteristics in China：low level of low carbon environment,low level of low-carbon indus try,low level of low-carbon efficiency, and low level of low-carbon innovation. To achieve leaping-over development of China＇s low-carbon economic level, the strategies should be adapted from the aspects of improving forest quality and effect, adjusting energy structure, enhancing energy efficiency, optimizing the processing trade structure, perfecting foreign investment admit- tance mechanism, and strengthening the low-carbon technology innovation.
