摘要
研究目的:介绍天津市以"三区联动"为机制的"宅基地换房示范小城镇"的建设模式,分析该模式成功和能否推广的前提和基础,为土地制度创新提供依据。研究方法:案例实证分析法,比较制度分析法。研究结果:在一定的约束条件下,宅基地换房制度是有效的土地制度创新,"宅基地换房示范小城镇"的建设模式是成功的模式。研究结论:虽然宅基地换房制度是有效的土地制度创新,"宅基地换房示范小城镇"的建设模式是解决"三农问题"、统筹城乡发展的成功模式,但该模式的实施和推广受区域经济发展水平的制约。经济发达是该模式成功的基础,单位土地价值高是该模式成功的关键。
The purpose of this paper is to analyze the effectiveness of the so-called developing small demonstrative towns through the exchange of rural residential land for urban house in Tianjin,focusing the mechanism of three districts linkage to analyze the premise and foundation of the institutional innovation.Methods employed include case analysis and comparative institutional analysis.The results show that the system of the exchange for urban house is effective and the mode of the small demonstrative town is successful under certain constraints.It is concluded that although the system is effective,the implementation and promotion of the model would be restricted by the level of regional economic development.Therefore,economic development is fundamental to the success of the model.And high value per unit of land is the key to the success of the mode.
