摘要
研究目的:探讨集体建设用地定级估价过程中核心技术问题的解决方案。研究方法:比较分析法,理论研究法,文献资料法。研究结果:四川成都、广东顺德等地实际做法和相关理论研究成果为建立集体建设用地基准地价体系提供了有益参考,但由于各自特点所限,要达到真正意义的推广应用尚需深入研究;集体建设用地定级估价可采用与国有建设用地定级估价相同的技术流程与方法,但由于二者功能、性质的差异,在定级因素体系、地价内涵、估价参数确定等方面应存在差异。研究结论:在当前条件下建议通过"参考相关规程、借鉴先进经验、依据各地实际、创新开展工作"的总体思路,开展集体建设用地定级估价工作。
The purpose of the paper is to discuss the core technical problems of grading and appraising the rural collective-owned construction land.Methods used include comparative analysis and the literature review.Results show that the actual practice in Chengdu of Sichuan Province and Shunde of Guangdong Province,and theoretical research results for establishing a collective construction land price system both provide valuable references for the gradation and appraisals.But that achieving the widely application still requires furthermore study due to the limit of the respective characteristics.It is argued that the appraisal of collective construction land can use the same method as the stateowned applied,but there are also four aspects should be paid more attention,such as the class factor system,land price connotation,evaluation parameters in different ways.The paper concludes that the collective construction land gradation and appraisal can be conducted under the condition of the so-called principle of"referring to related codes,using advanced experience,adapting to local conditions,and innovating of the practical work".
