试论孙中山的发展观──从“突驾”到“均等”

On Sun Yat-sen's Concept of Development -From "Breakthrough" to " Equality

孙中山关于中国经济发展的思想，是要谋“速进之良机”，以“非常之速率”，而求“突飞之进步”，走赶超式发展之路，使中国并驾欧美而“列于世界文明国之林”。同时，他较多地注意社会经济的“均等”发展，强调“取文明善果而避其恶果”。在人口问题上，主张通过发展经济扩大就业，改善人民生活从根本上做到“食与工”、“工与人’的均衡；在自然资源的开发利用上，提出要“慎重地开发中国广大的天然和其他资源”，以人口和产业的比例为衡，做到“保存天惠，以遗子孙”；在区域经济发展上，提出向内地和边疆“殖民拓业”，以“兴发西南”，“更谋西北之发展”，实现沿海与中西部地区的协调发展。

The main idea of Dr. Sun Yat-sen's concept of Chinese economic development was to realize a breakthrough by means of grasping any opportunity for rapid progress. Only in this way could China catch up with and surpass America and European countries and then be a member of the world powers. In the meantime, he attached great importance to the equality in economic development, emphasizing the importance of developing what was useful and healthy and discarding what was not in human civilizations. Regarding population, he encouraged improving people's living conditions by way of economic development which could result in an equality between population and supply. On resources, he pointed out that China's natural and other resources must be tapped carefully and strategically. What's more, he put forward his view on the regional economic development, that is, realizing a balanced development between the coastal areas and the mid-and-west regions.
