摘要政府信息公开是宪法关系中公民权利与国家权力关系的连接点和表现方式之一。文章在论证公民权利与政府信息公开关系的基础上,分析了政府信息公开条例实施以来取得的成绩和不足,认为私权利与公权力的和谐发展是政府信息公开的基础,为此应提高政府信息公开的立法层级,完善政府信息公开法律制度。
