“APEC分布式能源论坛”综述——兼论中国天然气分布式能源的发展

Synopsis of the 2012 APEC Distributed Energy Forum—Also covering development of natural gas distributed energy in China

2012年12月,"APEC国际会议暨分布式能源论坛"在上海举行,来自APEC各经济体的专家就各经济体分布式能源发展经验、中国天然气分布式能源发展前景等议题展开讨论。电网技术的发展、可再生能源发电技术发展和政策扶持等因素促进了APEC发达经济体的分布式能源的发展。我国发展天然气分布式能源已有十多年,国家及部分省市相继颁布了相关政策法规扶持发展,在全国范围内也建设了部分具有代表性的示范项目。但成本问题、并网上网难、天然气供应保障等问题成为我国天然气分布式能源发展的障碍,需要在政府主导、财政部门和企业等有关各方配合下,共同促进分布式能源产业的规范和科学发展。

Last December,the '2012 APEC International Conference-Distributed Energy Forum' took place in Shanghai,where experts from various APEC economies discussed issues and their experiences in and prospects for natural gas distributed energy development.Factors like micro-grids,renewable energy generation technology development,and policy support contribute to distributed energy development in the developed economies of APEC.China has been developing natural gas distributed energy for over a decade,during which the central government and some provincial governments have enacted policies and regulations to support it as well as built some pilot projects across the country.But as problems like high cost,difficult grid connection and weak security of natural gas supply become major obstacles to the development of natural gas distributed energy in China,the government should take the lead in establishing standards for the distributed energy industry and its scientific development,in coordination with the financial sector,enterprises and other concerned parties.
