2012年,在地方炼厂燃料油再加工需求旺盛和水路交通运输稳步增长的带动下,我国燃料油消费在多年下滑后实现企稳回升,表观消费量为3446万吨,同比增长6%;包含保税油在内的中国市场燃料油总消费量达到4466万吨,同比增长4%;消费结构继续向石油石化和交通运输行业集中。新增炼能集中建成投产,推动燃料油产量大幅增加,全年燃料油产量为1929万吨,同比增长7%。国家税务总局发布两项消费税新规,将深刻影响燃料油市场。预计2013年石油化工行业燃料油需求将受到各类原油资源的挤压,拖累整体燃料油需求,全年燃料油表观消费量约为3130万吨,同比下降9%;燃料油产量保持增长,而进口量下滑。
Prompted by strong demand for fuel oil reprocessing by local refineries and steady growth in waterway transport,China's fuel oil consumption stabilized and rose in 2012 after many years in decline.Apparent consumption was 34,460,000 tons,up 6%;total consumption,including of bonded oil,amounted to 44,660,000 tons,up 4%;consumption will continue being concentrated in the petroleum,petrochemical and transportation industries.New refineries were completed and put into production,driving a dramatic increase in fuel oil production;fuel oil production was 19,290,000 tons,up 7%.The State Administration of Taxation issued two new consumption tax regulations which will have a profound impact on the fuel oil market.In 2013 demand for fuel oil by the petrochemical industry is expected to be squeezed by other types of crude resources and to restrict the overall demand for fuel oil.Apparent consumption will be about 31,300,000 tons,down 9%;fuel oil production will maintain growth,while export volume declines.
