摘要
尽管国际社会管理常规武器非法转让的努力从未停止,但相关的成就却乏善可陈。作者回顾了联合国武器贸易条约历时六年的制定进程,并深入考察了中国在此期间的立场演变,即从最初的迟疑逐渐向积极支持和参与谈判的转变。中国的立场转变非常明确地体现在2012年7月联合国《武器贸易条约》外交大会的具体谈判中,特别表现为其灵活性和建设性。尽管《武器贸易条约》的缔结最终因美国反对而失败,但中国及其他国家的后续努力仍推动了2013年3月18—28日的条约终期谈判得以举行。尽管仍面临严峻挑战,但中国的建设性态度必然会贡献于更大的集体努力,以全力解决谈判遗留的关键性问题,力争早日达成一项强大而有力的《武器贸易条约》。
Though the international community never relaxed its management and regulation of illegal transfers of conventional arms, satisfactory outcomes are scarce in this regard. The authors examine the shift from hesitation to active participation and negotiations in China's position in the process of UN's formulating the Arms Trade Treaty. This shift finds full expression in China's flexible and constructive negotiation at the UN diplomatic conference on the Arms Trade Treaty in July, 2012. The Treaty failed to be concluded due to US' opposition, but through the relentless effort by China and other nations, a Final Conference on the ATT is scheduled for 18th -28th March, 2013. In spite of severe challenges, China's constructive attitude will certainly contribute to the international community's collective efforts to conclude an authoritative Treaty by addressing the remaining key issues.
