On the Research of Outline about Technological Progress and Administrative Development

技术进步是行政发展的重要动力。在人类社会发展的系统结构和运行规则中,技术进步通过作用于生产力和生产关系的静态系统和动态结构,为行政发展提供了物质资本、知识资本、人力资本;同时,通过遵循相互适应律、动态平衡律、相对稳定律等基本规律,技术进步直接或间接地推动了准行政、统治行政、管理行政和服务行政的形成和发展。在当代社会中,技术进步依然通过对行政主体的优化、行政客体的整合、行政认识的深化及行政实践的规范等实现机制,持续推动着行政发展。

Technological progress is an important power in administrative development. In technical structure and operation rides of human society development, technology progress can provide administrative development with material capital, knowledge capital and human capital through static system and dynamic structure~ which have effect on productivity and production relations. Technological progress promote the formation and development of quasi administrative, ruling administrative, management administrative and service administrative directly or indirectly following the mutual adaptation law ~ dynamic balance law and relative stability law. In the contem- porary society, technical progress is still promoting administrative development continuously based on the realization mechanism inclu- ding optimization mechanism to administrative subject, integration mechanism to administrative object, deepening mechanism to admin- istrative cognition and specification mechanism to administrative practice.
