摘要
根据社会冲突理论,社会矛盾是必然的但需要控制在合理的限度内。社会矛盾形成的根本原因是矛盾双方没有就利益分配达成共识,而矛盾化解的过程就是促进双方达成共识的过程。共识理论为社会管理创新提供理论支持,并为社会矛盾的化解提供了新的思维路径。这一路径在社会管理创新上即是制度构建,其突破口是改革行政复议调解制度。
According to social conflict theory, contradictions are inevitable and need to be kept within reasonable limits. The funda- mental cause of the forming of social contradictions lies in that both sides of a contradiction fail to reach a consensus about benefit dis- tribution. The process of contradiction resolution is the process in which both sides are urged to reach a consensus. The consensus theo- ry provides theoretical support for innovation of social management. Besides, it provides new thinking for resolution of social contradic- tions. The route under the new thinking is to design a system as an innovation of social management. The key step to design the system is to reform the mediation system of administrative reconsideration.
