技术寻求、对华技术出口限制与我国的对外直接投资动机

Technology-Seeking,Technology Export Restriction and the Motives behind China’s OFDI

本文利用2003-2009年我国对16个发达国家对外直接投资的面板数据,建立单边投资引力模型,对我国技术寻求型对外直接投资进行了实证研究。研究发现:技术寻求是我国对高技术水平的发达国家进行直接投资的主要动机。同时,发达国家对我国技术转让和高技术产品出口的限制越多,我国对其进行的技术寻求型OFDI就越多。技术寻求型OFDI是近年来我国规避外国对华技术转让和高技术产品出口限制、提升产业技术高度的新途径。

Using 16 host-countries’ panel data of China’s Outward Foreign Direct Investment from 2003 to 2009 and based on a unilateral gravity model for investment,this paper does an empirical research on China’s Technology-Seeking OFDI.We find strong support for the Technology-Seeking motive in China’s OFDI of this period studied.We also find that the stricter the restrictions for technology transfer and technological products export,the more China’s OFDI is.Technology-seeking FDI can evade technological restrictions and is a new way for us to upgrade our industry structure.
