摘要
教育政策源生于公共政策范畴,具有公共政策的基本特征和研究范式。但教育活动的特殊性又决定了教育政策本身所具有的独特品格。教育政策作为一种教育理论规范和教育实践引导的研究范畴,是一种有目的、有组织的动态发展过程,其逻辑体系可以从构成要素、存在形态、本质诉求、语言呈现和性质特征等五个方面进行分析和研究。
Education policy was born in public policies, it has basic characteristics and research paradigm of public policy. But it also has its own particularity because of educational activity. Education policy as a kind of academic norms and practice category of education, is a kind of purposeful, organized, dynamic, development process. Its logic system can be from the elements, existing form, essential requirements, presenting the language and character appeal to study.
