摘要
特邀监督员巡查以及定期向社会开放看守所等举措,使得被羁押人之人权保障,在一定程度上获得提升。目前,特邀监督员并未真正起到独立有效的监督作用。充分重视并不断提升看守所被羁押人的人权保障,还需进一步构建独立巡视人之突访机制。
Measures such as special invitation of supervisors and regular opening of the detention center to the public have improved the protection of human rights of the detainee to some extent. However, specially invited supervisors have failed to play the role of independent and effective supervision. To take the matter seriously, we need to set up a mechanism of independent custody visitors＇ surprise inspections to further guarantee the protection of human rights of the detainee.
