水上交通事故调查协同处理系统 被引量:2

摘要 国际海事组织《事故调查规则》的强制实施对水上交通事故的调查处理提出了更高的要求,《海事信息系统顶层设计报告》提出了我国的海事行政调查与处罚管理平台,相应地显示我国亟需建设水上交通事故调查和处理的系统。针对我国现阶段水上交通事故存在信息交流不充分且影响调查结果,事故处理按时序进行而导致耗时较长的缺陷和不足,从通航、船舶和船员管理三个角度对系统进行需求分析。从系统功能、网络拓扑结构和系统组成等三个方面提出了水上交通事故调查处理协同系统的建设框架。 The enforcement of the Casualty Investigation Code by IMO strengthens the requirements for the accident investigation. "The report on top level design of the maritime information system suggests that a accident investigation and adjudication management platform be set up in China as soon as possible. Foeusi two defects in the investigation now, i.e. imprecise results due to lack of information exchange and long time due to the complicated procedure, the requirements for the system are analyzed from the view point of maritime maritime ng on the handling the navi gation, the ships and the seafarer management. Taking full consideration of existing unsatisfactory information ex- change and time consuming processing a framework of the maritime accident concurrent investigation system is pres ented in the respects of the functions, the network topology and the compositions.
