城乡一体化视野下桐柏县农村社会福利问题实证研究

Empirical Studies on Rural Social Welfare Problems from View of Urban-rural Integration in Tongbai County

福利政策的城乡一体化是实施"统筹城乡发展"的应有之义。现有的农村社会福利政策已明显不能适应我国城乡经济社会一体化背景下农村经济社会和人的全面发展的要求。通过对豫南桐柏县的实地调研,认为地方政府应从县域经济发展的实际出发,以统筹城乡发展和实现社会公平的理念为指导,切实履行政府的主导责任,积极探索建立城乡衔接、公平统一的社会福利政策,并充分发挥社会组织的作用,尊重农民主体意识,最终全面走向城乡社会福利一体化。

Urban-rural integration of welfare policy is the proper meaning to implement ＂the coordination of urban-rural development＂.The current rural social welfare policy obviously can not meet the full requirements of the development of the rural economy and society and the human all-round development in the context of urban and rural economic and social integration.Through investigation in Tongbai county of the south Henan,this paper points out that the local government should take county economic development reality as a starting point and the concept of coordinating urban and rural development and realizing social justice as a guidance,to implement the government＇s lead responsibility effectively,and actively explore the establishment of urban and rural areas of convergence,fair and uniform social welfare policy,and give full play to the role of social organizations,respect the farmers＇ subjective consciousness,and ultimately move towards full integration of urban and rural social welfare.
