A Policy Analysis of Promoting the Balanced Flow of Teachers between Urban and Rural Areas in China

摘要 建立城乡教师均衡流动体制是推进义务教育均衡发展的重要举措。作为促进义务教育均衡发展的一项新的政策措施,城乡教师流动制度是教育行政部门有计划地组织学校教师进行地区间、校际定期或不定期的交流、轮换,旨在促进教师成长和师资均衡。国家和地方政府制定了一系列的政策和措施,以推动城乡教师的合理流动,促进义务教育均衡发展。从政策研究的视角对有关教师流动政策的文本内容、执行成效进行分析,旨在探究政策实施的理性途径。 The Establishment of the rational Flow system for teachers in urban and rural areas is an important measure to promote the balanced development of compulsory education. As a new policy, the system helps educational institutes organize regular or irregular exchange or rotation of teachers' between different schools and regions in order to promote teachers' development and the balanced distribution of teachers. The central and local governments have constituted a series of policies and measures to help the rational flow of teachers in rural and urban areas so as to guarantee the balanced development of compulsory education. This article, based upon policy analysis, examines the content and performative efficiency of the flow and tries to explore the rational way of policy implementation.
