城市现代服务业选择方法——以温州为例

The Choice of Modern Urban Service Industry——Take Wenzhou as an Example

在经济转型过程中,现代服务业的产业选择是许多城市面临的一个重要政策问题。文章提出了一个城市现代服务业的选择方法框架,结合了定量分析和定性判断,包括市场需求、比较优势、发展阶段、区位比较、产业关联等五个主要基准,以温州为例的应用显示了方法的实用性。应用本框架对城市现代服务业的产业选择结果,是一个行业"可选集",将为政府产业政策的科学决策提供重要依据,避免产业选择的盲目性。

During many cities economic transformation,an important issue regarding policy-making is the choice of leading in dustry in modern service industry.Combining both quantitative and qualitative analysis,this paper put forward a framework of method-selection for modern urban service industry which included five foundational qualifications--market demands,com parative advantage,developmental stage,location compare and position relation.The paper takes Wenzhou as an example to further explore the problems,which shows the method-selection is practical.The application of the framework was able to lead to a pool of proper leading industries for the reference of scientific policy-making,which avoid losses due to government’s blind decision-making.
