中国再生资源产业发展顶层设计框架体系研究

Research on Framework System of Top-down Design to Development of China’s Recycling Industry

文章运用总体设计部思想和总体架构(EA)理论,构建中国再生资源产业顶层设计框架体系。基于产业的SWOT分析,从战略的高度,提出促进产业健康发展需要构建产业的顶层设计。在对产业顶层设计涵义与属性界定的前提下,借鉴日本、德国再生资源产业发展体系,系统探讨中国再生资源产业顶层设计的框架体系,并提出促进产业发展的若干建议。研究结果将丰富和发展战略性新兴产业管理理论,对指导与促进产业健康、协调发展有着重要的战略意义。

Based on the ideology of overall-design department and enterprise architecture（EA）,this paper establishes the framework of top-down design about China’ recycling industry.Using SWOT analysis to recycling industry,the paper puts forward to the theory of establishing top-down design systematically from the strategic height in order to promote healthy devel opment of the industry.Based on defining conception and nature about industrial top-down design,and referring to the devel opment systems of recycling industry in Japan and Germany,the author preliminarily researches the architecture method and framework of top-down design about China’s recycling industry,and proposes several suggestion on industrial development.The research results will enrich and develop management theory of burgeoning strategic industry,and has important strategic significance to guide and promote the industry to healthy,coordinated development.
