基于DS/AHP方法的西部民营企业外部关键环境要素辨识

Key External Factors Identification for Private Firms in Western China Based on DS/AHP Method

为有效辨识企业外部关键环境要素以合理配置有限资源,应用DS/AHP方法整合了学界、从业界、政界等主体对西部民营企业外部环境中机会和威胁要素或要素集重要性的偏好判断信息,并最终基于Pignistic概率的决策规则有效辨识出对西部民营企业战略目标具有显著性影响的关键环境要素。实证结果表明,目前我国西部民营企业应极力抓住并有效利用国家政策环境的好转、新型工业化和工业园区建设、西部大开发及"走出去"战略的部署与实施、区域投资需求增加等关键外部机会,并采取有效措施合理规避融资渠道狭隘、政府服务意识差、行业垄断、生产要素价格上涨等关键外部威胁。

In order to identify the key external factors that affect the healthy development of private enterprises in western Chi na,this paper combines the judgment information to the factors of external opportunities and threats from scholars,entrepre neurs and government officers through DS/AHP method.Based on the decision rules of Pignistic probability,this paper effective ly identifies the key environment factors which have significant influence on the strategic objective of Private Firms in Western China.The quantitative result suggests that the improved policy environment,new type of industrialization and industrial park construction,strategy for the development of the western regions and ＂going out＂ implementation as well as the increased in vestment demand are key external opportunities,and the poor financing environment,poor service awareness of government,high barriers to trade monopoly as well as high price for production factors are important threats.
