On the Element Structure of the Local Administrative Institution of Regional Autonomy of Ethnic Minorities

民族区域自治地方行政制度由理念、规则、权力关系与权力结构、组织实施系统、运行体系这五种要素组成,这些要素相互联系,相互依存,相互作用,构成了完整的行政制度系统。任何一个要素的缺失,都会使民族区域自治地方行政制度丧失其实质性的功能和实质性的意义。

The administrative institution of Regional Autonomy of Ethnic Minorities is composed of five elements： Idea, rule, Power relations and Power structures, Organization and implementation system, and Operating system. These elements are interrelated, interdependent, interacted, and they together form a complete administrative system. The absence of any element would make the administrative institution of Regional Autonomy of Ethnic Minorities lose its substantive functions and substantive meaning.
