In public bidding for construction project, the bidding assessment committee selects the bidder who best meets the project requirements through the tenderer inquiry, and defense. The selection is based on the assessment of the bid documents under the program arranged by the tenderer in advance. This paper analyzes the appraising and arguing of actual project and suggests that it is helpful to add the defense in order to choose the best bidder un- der the evaluation mode of the bills of quantities and also puts forward some good advices on the application of the defense in a much fairer and more reasonable way.
