发展适应新时代要求的不干涉内政学说——以非洲为背景并以中非关系为案例的一种解说

Creative Involvement:A Suggested Doctrine for China Based on the Reality of Sino-African Relations

不干涉内政原则是中国外交的重要基石之一。针对外交实践中出现的新情况、新问题,结合理论界的探讨成果,作者以非洲为背景,以中非关系近些年的进展为案例,提出了丰富和发展这一原则的大体构想。作者强调,不干涉原则必须坚持,同时要大力创新、适合时代变化与中国需求。全文分上下两部分:上篇分析了中国对非外交实践的某些突破,总结归纳了这些良好先例对于不干涉原则的坚守与创新。下篇则探讨了中国对非洲和平自主能力的援助、对非洲区域组织的支持、对非洲援助的效率及监管、从政府主导的"小援外"向社会全面参与的"大援外"转变、中国外交新思路与内政新动向的对接、发展中非新型战略合作伙伴关系新局面等方面,提出了探索争鸣的若干新思路。

Non-intervention principle has long been one of cornerstones of China’s international relations.However,the new international environment and China’s own updated interests have made it necessary to enrich and adjust the principle.The first part of the paper analyses the breakthroughs and innovations made in recent Chinese diplomacy.The second part expounds China’s creative involvements in Africa by the way of supporting security autonomy of Africa,the evolution of the types and means of foreign assistance provided,and the expansion of government engagement to alllevel engagement,etc.
