Economic Research on Ecological Environment of Frigid Region with Black Earth: Taking Suihua City in Heilongjiang Province as An Example

黑龙江省绥化市地处寒地黑土的核心地带,为社会创造了丰富的绿色物产资源,但目前该区域的环境问题日益凸出。政府应利用多种手段来解决寒地黑土地区的生态问题,利用税收来解决环境污染问题是快速有效的经济手段。以经济手段为主,辅以法律和行政手段将是政府解决寒地黑土区域生态环境问题的明智之选。

The city of Suihua locates in the heart of the frigid region with black earth and it has created abundant green property resources.However,the environment issue of this place has caused wide attention.The government should make full use of various means to solve and protect the ecology in this region.Of the measures taken by the government,the tax means is the most effective device to solve the environmental problem.Economic means supplemented by lawful and administrative measures should be adopted to solve the problems in ecological environment in the frigid region with black earth.
