中国的社会风险难题由来已久,德国学者乌尔里希·贝克对其进行了学理厘定,他认为"压缩的现代化"既加强了中国的风险生产,又没有给风险的制度化预期和管理留下时间。在破解社会风险难题的历史进程中,中国共产党善于辩证思考风险防范问题,准确把握"新风险"概念,并系统提出文化风险防范措施。总结经验,防范社会风险应从人民根本利益出发,并以经济措施为基础,从"广义社会"入手。

China＇s social risk problem is long - standing. German scholar Ulrich Beck spoke it in terms of theory, and he thought the ＂compressed modernization＂ wound not only strengthen risk production in China, but also leave no time for risk in- stitutionalization and management system. In the historical process solving the social risk problem, the Communist Party of China has been good at the dialectical thinking for risk prevention. It has accurately grasped the ＂new risk＂ concept and systematically proposed the cultural risk prevention measures. To summarize the experience, prevention of social risks should start from the fun- damental interests of people, taking the economic measures as the basis, and starting from the ＂generalized society＂.
