中国体制转型期政府微观经济职能的思考

Reflection on Government's Function Over Microeconomy during the Period of China's System Transformation

与市场失灵有关的政府经济职能有宏观和微观之分。本文从考察公共物品、外部性、自然垄断及公共（政府）失灵入手，力图准确理解政府微观经济职能，并为其在体制转型期的定位提供思路。

Government's function over economy can be classified into two categories, macroscopic and microscopic. Having conducted an investigation on public goods, the outer environment, natural monopoly'and the ineffective control by the government, this article presents an accurate definition of government's function over microeconomy and works out a way for fixing the position of such a function.
