构建社会主义和谐社会的核心是坚持以人为本,以关心群众的基本生存发展为目标。而当前我国城市低保群生存一直处于竞争的劣势,他们仅能维持最低的温饱生活水平,这种状况严重地影响社会和谐的建设进程。虽然这方面有所不足,但不能否认政府在城市低保制度的施行方面所做的努力。目前我国城市低保制度已进入新的发展时期。

The core of building a socialist harmonious society is adhering to people-orientation,regarding the concern of peoples’ basic survival and development as goals.Eligible groups in the cities of China have competitive disadvantage,they could not maintain a minimum standard of living of food and clothing,this situation has seriously affected the process of building a harmonious society.Although it is unsatisfied,but it can not be denied that the city government had made great efforts in enforcement.Urban poverty living group guarantee system has entered a new period of development.
