中等发达城市社区护理质量评价体系的构建

Establishment of Evaluation Indicators for Quality of Community Nursing Services in Medium Developed City

目的建立一套既适合于我国中等发达城市社区护理服务发展现状,又具有一定科学性的社区护理质量评价指标体系,为相关政府部门进行质量考核及今后进一步完善该评价指标体系提供依据。方法课题组成员在随机抽取衡阳市15个社区卫生服务中心进行深入调查的基础上,运用德尔菲专家咨询法来确定指标体系的维度及各维度指标群,根据各指标的重要性评分计算权重系数。结果社区护理质量评价指标体系包括3项一级指标、15项二级指标、46项三级指标。两轮专家咨询权威系数为0.874,专家意见协调系数为0.398～0.542(P<0.01)。结论专家权威程度及专家意见的集中程度均较高;社区护理质量评价指标体系具有一定科学性、综合性、特异性、导向性和可行性。

Objective To establish a set of community nursing services quality evaluation index system not only suitable for the community nursing care development status of the medium-developed cities in China, but also is scientific, and to provide a basis for the government departments＇ quality examination and further improvement of the evaluation index system. Methods A random sample survey was made of 15 community health service centers in Hengyang City. Delphi expert consultation method was employed to determine the dimension of index system and the characteristic group of dimension. The weight coefficient was calcu- lated according to the importance of each indicator score. Results The evaluation index system includes three classes I indexes, fifteen class II indexes and forty-six class In indexes. Two rounds expert advisory authority coefficient was 0.874, and the harmo- nious coefficient was 0.398 to 0. 542 （ P 〈 0.01 ）. Conclusion Experts authority degree and expert opinion concentration are higher;Community nursing services quality evaluation index system has certain scientificity, comprehensiveness, specificity, direc- tion and feasibility.
