Based on the characteristics and demands of provincial maritime economic operation monitoring business, this article analyzes the building needs of the Marine Economic Operation Monitoring System, designs the business flow and main functions of the system, establishes the framework of the database, and figures out the major problems in system applying, expecting to provide reference for the system construction of China＇s 11 coastal provinces （autonomous region and municipality） and the 5 cities specially designed in the state plan.
