Blue Economic Zone is a new development model with the main feature of innovations in the coordinated development of land and ocean areas, and carries out important missions and responsibilities. This essay recommends, with constructing the Blue Economic Zone and other regional economic pilots as a starting point, to initiate the China＇s ocean exclusive economic zone as soon as possible, to scientifically plan the coordinated development of land and ocean with an integration of environmental resources, technology, industry and regional development, to emphasize the strategic orientation of coordinated development of land and ocean which promotes economic breakthrough, to combine the marine economic development and the coastal region strategies into a coordinated development, and to arrange the exploration, industrialization and expansion in the marine and terrestrial resources, so as to achieve a scientific coordination and sustainable development of the coastal areas.
