摘要
城镇化推动住宅投资高速增长,但城乡二元市场结构、"双轨"特色及地域差异在一定程度上加剧了住宅资源的错配和结构性短缺。从我国城镇住宅价格上涨的轨迹来看,总量上供需失衡和结构性短缺可能是影响房价的主要因素,而其背后是土地、财税和金融三大制度的缺失。构建维系住宅市场健康发展的长效机制,应构建面向广大中低收入群体的住房供给体系;深化土地制度改革,破解二元土地住宅市场结构;完善住宅市场信息指标体系和信息披露制度。
Urbanization promotes the rapid growth of residential investment, but to some extent urban and rural market structure, "two-track" characteristics and regional differences aggravate the housing resources mismatch and structural shortage. From the rising track of urban housing price in China, the total supply and demand imbalances and structural shortage is the main factor affecting price, but behind them is the lack of land system, taxation system and finance system. To construct the long-term mechanism to maintain the healthy development of housing market, we should be set up housing supply system for the majority of low-income groups, deepen the reform of the land system, break urban and rural residential market structure, and improve the housing market information index system and information disclosure system.
