On Inter-Provincial Border Areas Cooperation in Central Plains

中原经济区建设空间布局确定为"核心带动、轴带发展、节点提升、对接周边",而"对接周边"的关键是如何实现省际边界区域协作发展。目前,中原经济区省际边界区域协作发展主要受利益主体、区位交通、联动体系等因素制约。淡化"行政区划"观念、加强政府层面协作、整合区域基础资源以及促进产业聚集等措施,是实现中原经济区省际边界区域协作发展的重要途径。

The construction space layout in Central China Economic Region （CCER） is ＂Core Driving, Shaft Development, Joint Ascension, Circum Connecting＂ , while the key of ＂Circum Connecting＂ is how to realize the economic cooperation development of cross-province boundary district （CPBD） in CCER. At present, the economic cooperation development of CPBD in CCER is mainly restricted by stakeholders, location traffic, linkage system and so on, while desalting the concept of ＂administrative division＂, strengthening government level coordination, integrating regional basic resources and promoting industrial clustering are the important measures to realize the economic cooperation development of CPBD in CCER.
