特许学校“虚拟双胞胎”绩效评价法述评 被引量:2

The Review on "Virtual Twins" Method of Performance Evaluation for Charter Schools

摘要 绩效评价是特许学校问责制的基础,但是特许学校绩效评价备受争议。传统的"绝对评价法"和"增值分析法"存在评价对象比对不合理的情况;而随机试验法虽然消除了选择性偏差,但也存在其内在局限性。为此,美国斯坦福大学教育成果研究中心利用"虚拟双胞胎"解决了评价对象合理比对的问题,是评价方法的重大创新。 Performance evaluation is the foundation in charter school accountability system,but it is stiU controversial. The traditional charter school accountability system, such as absolute evaluation and value-added analysis methods can not solve the problem of unreasonable comparison of evaluation objects. Although random experiment ehminates the selective bias,it has its inherent hmitations. Therefore,the virtual twins method , which is developed by the Center for Research on Education Outcomes at Stanford University,has solved the reasonable matching problem and it is an important innovation in evaluation method.
