On the Control of Local Public Finance under Socialist Market Economy

由于地方财政的收入能力弱化 ,调控职能缺乏规范 ,资金使用效益不佳 ,使我国地方财政的调控能力受到了严重制约。为此 ,必须通过界定地方财政调控职能的范围 ,通过财源的扩大和分配政策的调整 ,通过支出结构的重组和财政调控能力的放大 。

The public finance is the basic tool for the local governments to control regionnal economy under socialist market economy.Now we must identify the local public finance function,enlarge the sources of local public finance,regulate the distribution policy,recompose the public finance expenditure,and enlarge the control power of public finance.Only by reling on these methods can we strengthen and perfect the control function of local public finance.
