摘要
设立医院管理局存在诸多困境:背离大部制改革思路,增加沟通协调难度,管办难以彻底分离,改革逻辑不完全成立,有违机构精简原则,导致各种管理问题。
There are many dilemmas to establish hospital administrative bureau: departure from the reform ideas of Giant Department ; increase the difficulty of communication and coordination ; the government decision-making is difficult to be completely separated ; in violation of the principle of streamlining the organization ; leading to a variety of management problems ; the logic of reform is not completely established.
