论公共危机的网络治理模式

THE CONSTRUCTION OF NETWORK GOVERNANCE MODEL IN PUBLIC CRISIS

突发性公共危机是对社会整体综合应对能力的考验,仅仅依靠政府部门来处理的模式难以做到危机应对的高效、快捷、灵活。我们应充分调动各种社会资源,吸纳各种社会力量共同应对危机,完成公共危机管理由政府独治模式向多主体网络治理模式的转变,并在各主体高度契合的环境下实现这一网络模式的良好运行。而这一模式的实现,政府应转变危机管理理念,为其他社会力量参与危机管理创造条件;NGO应培养自身的独立性,提高危机参与能力;企业则应强化危机管理责任,培养主动参与危机的意识;社会大众,应该提高自身的危机防范意识和危机自救与互救的能力。同时,各主体要做到良好契合、合作协调、责任明确、程序规范。

The sudden public crisis is a test of the comprehensively responsive ability of the whole society.It is hard to achieve the aim of efficient,fast and flexible when answering the crisis if only relying on the strength of government departments.Wherefore,we should fully mobilize all kinds of social resources,absorb various social forces to deal with the crisis together,in order to achieve the transition from the model of government-govern-only to the model of Multi-agent-network-govern.Therefore,NGO should foster its dependence,improve ability of participation in crisis;enterprises should strengthen the responsibility of crisis management,foster the awareness of initiative participation in crisis;people should promote themselves crisis awareness,self-rescue and mutual rescue.Meanwhile,all main bodies should cooperate and coordinate,has clear responsibility and normative procedure.
