自 8 0年代以来 ,党和国家站在战略高度 ,反复强调素质教育的重要性。全面推进素质教育 ,既是教育改革的重要指导方针 ,也是全面推进社会主义现代化建设的迫切需要 ,认真探讨德育和创新精神在素质教育中的地位。

Since 1980's the importance of Quality Education has been emphasized over and over again by the government and the Communist Party of China from strategic point of view.The overall promotion of Quality Education progress is not only the guidelines of education reform and also instant requirement of socialist modernization construction.Serious discussion of status,effect and methods of moral education and creative spirit in Quality Education are of important realistic significance.
