中国应当发展企业集团。发展企业集团是新时期我国经济发展的需要 ,是我国经济结构调整和优化资源配置的需要 ,也是实现国有经济发挥主导作用的前提条件。发展企业集团应解决以下问题 :首先 ,要加快现代企业制度的建设 ,培养独立的市场主体。其次 ,必须进一步发展资本市场。再次 ,建立资本为纽带、以股权控制为主体的企业集团。应加强企业集团的组织与管理。应更多地采用M型公司结构 ,作为我国现代企业集团的组织管理模式。要处理好集团总公司 (母公司 )和分公司 (子公司 )的管理权限。总公司要建立现代企业制度的科学管理体系。

Modern enterprise groups will help develop China's economy, transform its economic structure, optimize the allocation of resources, and bring state-own economy into full play. To achieve these aims, China must accelerate her establishment of modern enterprise system, make state-owned enterprises independent corporate entities and competitors, strengthen capital market, and set up capital-connected enterprise groups with share holding system as major form. Multidivisional structure is highly recommended for the organization and management of modern enterprise groups in China.
