摘要
实力的此消彼长往往会改变大国间的互动模式。近年来，由于大国问实力差距开始缩小、特别是美国作为“一超”的实力相对下降，大国互动出现了新的变化。传统盟友关系仍然存在，也无截然敌对的双方，议题式合作成为主流，而各方在相关议题上也都在努力争取相关国家的支持。在这种互动模式中，欧盟的独特性和重要性开始凸显。
