摘要
我国职业教育集团化办学已取得显著成效。然而,随着集团化办学的深入推进,目前仅依靠情感、信任、契约建立起来的职教集团,由于未能形成紧密的产权联结,成员之间责权利关系不清,严重制约了集团成员参与职业教育的积极性,各方主体参与集团化办学的可持续动力不足问题愈发明显。对于联盟型职教集团,要建立以产权为主要联结纽带的利益链,完全可以在不改变各方法人主体地位的前提下,以契约形式实现其他权利结构的重组,通过产权优化配置实现资源优化配置。
At present, the school-running of vocational education group has made remarkable achievement in China. However, with the further promotion of collectivized school-running, the insufficiency of sustainable drive of participation in vo- cational education group among each main body has becoming more and more evident, as the present vocational education- al group is based on the feeling, trust and contracts, the close connection of property rights has been half-formed, and the relationship of responsibility and right among group members is fuzzy, which severely restrict the enthusiasm of partici- pation in vocational education among group members. As to the alliance-type vocational education group, it should try to establish the interest-chains in which the property rights work as the main link, to implement the structure regroup of others rights and interests in the form of obligation under the premise of unchanging the ownership so as to realize the re- source optimization configuration by optimal allocation of property rights.
