经济结构调整当前面临的突出问题是生产相对过剩 ,社会失业过多 ,农民负担过重 ,消费需求不旺。应抓住增强国有企业活力 ,提高经济效益 ,摆脱困境这个关键。国有企业缺乏活力 ,亏损严重的要害、关键原因是政府行为不规范、不合理。必须加强反腐败斗争力度 ,正确处理好国有企业改革与发展 ,对国有大中型企业进行大规模技术改造 ,以及确保国有企业工人的主人翁地位。

The striking problems in China's economic restructuring are the comparative excess of productions, high unemployment, over burden of peasants and low demand for consumer products. The solutions lie in the revitalization of state enterprises, raising their economic efficiency and bringing them out of troubles. The main cause of the vitality shortage and the serious financial loss in state enterprises is the want of standardization and reasonableness in government behaviors. Anti corruption must be strengthened, and the relationships between the reform and development of state enterprises, and between carrying out the massive technological reformations in large and medium state enterprises and ensuring the master position of state enterprise workers must be handled properly.
