摘要 应急通信是高效应对和处置各类突发事件,减少灾害造成损失的必不可少的重要通信支撑手段。综合应急指挥调度系统是应急通信的重要组成部分,它充分利用了现有的有线、集群、短波等各种通信资源,完成对各类通信系统终端的跨网呼叫与综合调度,满足应急指挥的需要。基于政府对应急通信的建设要求,详细介绍综合指挥调度系统的技术架构和具体实现方案,内容涵盖数字录音系统以及多路传真系统。 Emergency communication system is an important means for responding to and dealing with all kinds of emergencies efficiently and for reducing disaster losses. Integrated emergency command and control system is a critical part of emergency communication system. This system fully utilizes the existing resources and realizes the interoperation of various communication systems including the call and scheduling across different networks. This article, based on the government's requirements in constructing emergency communication system, describes in detail the technical architecture and implementation of integrated command and control system, including the digital recording system and multi-channel fax system.
