农村奖扶制度与新农保制度衔接研究

Connecting Rural Family Planning Reward and New Rural Social Old-age Insurance

农村奖扶制度和新农保制度都在全国大力推行,国家还没有制定出农村奖扶与新农保衔接的制度,不利于农村养老保险制度的统一建设,也不利于统筹推进城乡社会保障体系建设。本文在阐述农村奖扶制度与新农保制度衔接的必要性和衔接需解决的问题基础上,提出了分年龄段衔接农村奖扶制度和新农保制度的观点,并提出了明确相关部门责任、提高新农保偿付水平,实现农村养老保险的统筹即实现大农保,为实现城乡统一的社会保障建设奠定基础等政策建议。

Although Rural Family Planning Reward And New Rural Social Old -age Insurance are being promoted throughout the country, no cohesive policy has been developed by the central government. This has resulted in a serious obstacle to the unification of the rural old - age insurance system construction, not condu- cive to overall building of social security system in urban and rural areas. This article discusses the necessity of convergence and cohesion problems to be solved in terms of Rural Family Planning Reward and New Rural So- cial Old - age Insurance. Convergence ends with age supporting system and a new farmers＇insurance system in rural areas, relating specifically to sectoral responsibility, increasing the new farmers^insurance reimbursement levels to integrate and realize the program of rural pension insurance, laying the foundation for the unification of city and countryside construction of social security.
