中石油海外项目油田化学品的采购方式探讨

Discussion on the Purchase Method of Oilfield Chemicals in CNPC's Overseas Project

为保证油田化学品在海外项目中的高效使用,特对中石油海外项目油田化学品的采购方式进行了分析与探讨,并提出了对于通用性强,应用范围广、标准化高的大宗油田化学品应由中石油集团公司统一采购;钻井液、水泥浆等作业流体和服务则由中国石油天然气勘探开发公司集中采购;而对于种类多、规模小的油田化学品可由海外项目公司集中采购。由此实现油田化学品的专业化管理,提高中石油海外项目的管理水平和经济效益。

The purchase method of oilfield chemicals used in CNPC＇s overseas project was analyzed and discussed so as to guarantee the highly efficient application of oilfield chemicals at abroad. It is suggested that a large quantity of oilfield chemicals with the strong universality, the wide range of application and the powerful standardization should be purchased together by the Petroleum Group Corporation, the purchase of operational fluid and service like the drilling fluids, cementing slurry and so on should be carried out by China Oil and Gas Exploration and Development Corporation, and the centralized purchase of oil chemicals with multiple kinds and small scales should be conducted by the overseas project department. The purpose of the above suggestions is to realize the professional management of oilfield chemicals and improve the management level and economic benefits of petroleum overseas project.
