摘要
与商业住宅金融一样,西方公共住宅金融也以住宅的商品化为前提。住宅商品化使西方公共住宅金融失去独立性,只能附属于商业住宅金融。住宅的商品化是西方公共住宅金融内在矛盾的根源,外在风险的基础。由于消费者支付能力更弱,西方公共住宅金融比商业住宅金融蕴藏着更大的风险,更易诱发住宅金融危机。西方公共住宅金融所具有的这种内在缺陷是由西方社会的政治和经济基础决定的,因此也是不可克服的。中国实行土地国有制,理应克服西方公共住宅金融的不足,更没有必要发展以住宅商品化为前提的西方公共住宅金融。
Both commercial housing finance and public housing finance in western countries accept the premise of housing commercialization. Housing commercialization makes western public housing finance attached to commercial housing finance. Housing commercialization are both the root sources of inherent conflicts and the foundation of external risk of western public housing finance. Since consumers are more unaffordable, western public housing finance is more risky than commercial housing finance and easily results in housing finance crisis. The inherent defects of western public housing finance from basic political and economic system in western society could not be eliminated. Land nationalization makes it unnecessary to develop western public housing finance in China.
