环境规制影响了中国工业行业的利润水平吗

On the Effect of Environmental Regulations on the Profits of Industries in China

环境规制会影响一国产业利润,进而影响其产业国际竞争力。无论是在"污染避难所假说"还是在"波特假说"中,环境规制对产业国际竞争力的影响,都会通过影响产业的生产成本或者收益,进而影响产业利润水平而发生作用。在一定的条件下,一国严格的环境规制能够提升干净类产业的利润水平,降低污染类产业的利润水平。采用3种利润水平的衡量指标,就环境规制等因素对中国30个工业行业1998—2008年利润水平的影响进行实证分析发现,严格的环境规制能够提升我国工业行业的利润水平,并且对干净类和污染类产业利润水平的影响没有显著差异。我国有必要实施严格的环境规制政策。

Environmental regulation is one important factor affecting a country ’s interests of industries and international competitiveness.Weather according to the hypothesis of pollution haven or Porter ’s hypothesis,the environmental regulation may affect international competitiveness through affecting the cost and profits of their production.Under some condition,strict environmental regulation can improve the profits of cleanliness industry and reduce the profits of dirty industry.Using three kinds of indexes measuring environmental regulation,we analyses how the variables such as environmental regulation and so on influence Chinese industries ’ profits.We found when there exists incomplete information and the incompatible incentive constraint conditions,a government should be implemented strict environmental regulation,which will certainly improve its enterprises ’ profitability.
