推进民间组织有序发展,促进政府职能转变

Promoting the Orderly Development of Folk Organizations and the Transformation of Government Functions

当前,我国民间组织已经开始进入一个空前的发展时期,但从总体上来看,民间组织的发展仍处于初级阶段,由于我国关于民间组织方面基本法的空白,法律法规的不健全,监督制约机制的不完善以及政府权力的不当介入等方面的原因,影响了民间组织进一步持续、健康的发展。加强民间组织的立法、变革民间组织的管理体制等对于促进民间组织健康、可持续的发展,充分发挥其在促进政府职能转变、推动和谐社会建设的作用。

Currently, China＇s folk organizations have entered into an unprecedented period of development, but on the whole, they are still at the primary stage, and many legal and system related problems binder their further development. This paper proposes several measures to solve the problems, so as to promote the constructure of a harmonious society.
