基于网络RTK的国土资源网格化执法监察研究

Study of Grid Management of Land and Resources Supervision Based on Network RTK

随着国土资源信息化的发展,研究格网化的国土执法监察手段对于当前的国土资源管理具有重要意义。从格网化管理的概念出发,以徐州市为例,研究了使用网络RTK技术对手持GPS接收机进行精密差分,利用移动GIS终端实现违法用地从发现到采集的一体化解决方案,对利用3S结合的手段创新国土资源执法方法进行了有益探索,为建立快速高效的执法监察体系提供了技术思路。

With the development of land information management, it is of great significance for the current management of land and resources to explore the mode of grid law-enforcement and supervision. With Xuzhou City as a case of study, this paper first discusses the concept of grid management, and then studies the use of network RTK technique for the precision difference positioning of hand-held GPS receivers, and integrates the finding and collection of illegal land-use information by means of mobile GIS terminal. The research has explored the creation of land supervision with the combination of ＂3S＂, and provided technical ideas for the establishment of a rapid and efficient law-enforcement and supervision.
