Geological Environmental Protection Policy for Groundwater Exploration and Protection

地下水作为水资源的重要组成部分,在保障我国城乡居民生活、支撑社会经济发展、维持生态平衡以及水资源战略储备等方面具有十分重要的作用。我国当前地下水资源在开发和保护方面还存在一些明显问题,政策的缺失和失灵是其中重要一点,因此,对该问题的研究具有迫切的现实意义。从我国地下水资源在开发和保护中存在的问题入手,参考和借鉴南非等国家在地下水管理与保护方面的先进政策经验,有针对性地提出完善我国地下水地质环境的保护政策。

Groundwater, as an important component of water resources, plays a significant role in securing people＇s daily life, supporting the development of social economy and maintaining the ecological balance and the strategic reserves of water resources. However, some problems remain in the current exploitation and protection of groundwater in China, one of which is the absence and the failure of policies. It is thus of urgent practical significance to study this problem. This paper first discusses the problems in the exploitation and protection of groundwater in China, and then, based on a reference of advanced experience in groundwater management and protection policy of some foreign countries like South Africa, the paper puts forward suggestions regarding the improvement of our policies for groundwater management and protection.
